Preservation Virginia: Taxpayer Costs of the Development of the Westwood Tract

The proposed development with 301 units will cost taxpayers over $22 million - and this does not include stormwater mitigation or historic impacts.

Elementary school costs (Holton) $8 million over 5 years.  This does not include middle of high school costs.  Full build out of the site (1170 units) would cost $56 million over 5 years.

·         Per neighborhood analysis, necessary improvements to Westwood/Lamont, Brook/Westwood, and Brook Road improvements would be $12-14 million.  Full build out of the site (1170 units) would likely require a reconstruction of the Westwood/Hermitage/Brookland intersection in the $16-18 million range.  The neighborhood analysis indicated that the Westwood/Lamont intersection would be unsafe and fail during the morning peak period for the Canopy project alone;  the Westwood/Lamont intersection would likely fail completely at full build out of 1170 units.

Here are two direct download links to PDF files of the Plan of Development, as approved by the City Planning Dept., last year. These are large files on large sheets (drawings) so they should be downloaded to a computer, not to a phone.

 

The first file is the site plan submission, which includes stormwater management, the overall site plan, landscape plans, site lighting, and other site features.

 

 

The second file is the architectural file with building plans and elevations. This package is for the plan of development (POD) submission only, and is meant to be a general representation of the proposed building features. It is not the building permit related set of drawings.

As a significant historic resource, the McGuire Cottage contributes to the culture of the Richmond region and Historic Richmond believes that the preservation of the McGuire Cottage is particularly important."
